Just for the purpose of isolation, try to download other application that has a webcam application like yahoo messenger or skype. If it still does not work, most probably there might be a loose connection or simply the webcam itself is defective. You might need to contact Dell to have it serviced.
On the other hand if yahoo messenger or skype works, you can either just used these applications or try to reinstall the software (dell webcam manager).
