It varies depending on the operating system. You can create a Linux mint DVD and boot that without installing. It will take a moment as it is reading the OS from the DVD then see if you can see it, if so it is OK, if not something is bad or set wrong in the USB hardware system.

You don't need a service centre.
Take the drive out the caddy and plug it into a working computer using a SATA to USB cable. If the drive is functional then you'll be able to read it. If the drive is dead then you'll need to get another drive.

External hard drive won't start up
assuming that "wont start up" means that the drive letter is not visible thru windows explorer/my computer, which is already installed and booted from an internal hard drive...
the seagate drives, often, require a patch to work with some windows installs- especially if it is larger than 3 terabytes, and occasionally, if larger than 1 terabyte. if this is the case, the patch is most easily obtained by emailing customer service.
if this is not the case, please provide more specifics as to your computer, your version of windows, and exactly what it is not doing when you say 'not starting"

Need freeagent pro driver for window 8.1
If your disk is not working with Windows 8.1 (connect it, and watch to see if there is bubble at the bottom right of your screen which says 'found new hardware', and 'searching for divers' then 'your new hardware is installed and ready to use': this will only happen the first time you connect your HDD to your computer and possibly only if you are connected to the internet)..
If your HDD isn't recognised by your computer, specifically by your computer's USB system, contact Seagate support over the problem.

Seagate shows there is atleast 30 GB/300GB being
enable hiden files and folder and system files if it is a external hard diskor 1 go to command prompt2 type the drive letter example X:3 you get X :\>4 type the command attrib -R -A -S -H /S /D5 WAIT UNTIL YOU GET X:\> 6 IT WILL SHOW ALL YOUR FILES INCLUDE SYSTEM FILES

Unlock password
If it's the system BIOS asking for the hdd unlock password, just open up the computer, locate the cmos jumper on the motherboard, move it from pins 1&2 to 2&3 for about 5 - 10 seconds. Then move it back to its original position and turn the computer on. This should clear any passwords set in the BIOS.

Delete files
Do you want to delete files ?A lot of files on a hard drive are for your operating system and cant be deleted.
Permanently delete files
Browse to and select the file you want to delete.
Hold "Shift," then press "Delete."
Select "Yes" in the dialog box that pops up, to confirm your request
to permanently delete the file.
Deleting Files Past Recovery
Download and install the "Eraser" program.
Choose the "Typical" install option.
Click the "Run Eraser" check box, then click
"Finish."
Click the arrow next to "Erase Schedule" and
select "New Task."
Click the "Add Data" button. From this window,
you can delete a file past recovery.
Select "Recycle Bin" to delete files that have
been or are still there.
Choose your option and select "OK" on both
windows.
Right click on the added task in the "Eraser"
window and click "Run Now" to begin the deletion process.
