This sounds like it may be a problem with your video card. Is this on-board video or an add-on card? If it's on-board try adding another card to it (be sure to disable on-board in the BIOS and switch the default output to the correct setting if applicable). If that works then you're golden. What is the exact error that you are getting? Do you get any blue screens? Have you installed any software recently or made any changes? I can only suggest checking the power cables and trying to use a different cable or spare if you have any for now.

Sounds like your on Google Chrome, this has started popping up since the last update and only on secure webpages at random, try running Windows Update and make sure it's up to date, it check the root certificates which should come with the windows updates.

ok 960 SFF is not the same as MT or the big case MOBO.SFF has its own mobo (motherboards)it has 11x2 row non ATX spec, power . not yours as it has 12x2 some SFF have 2 diffr. moboand a dell custom PSU for just this mobo and its odd duck jack. Go into device manager. Uninstall audio driver. Restart computer. This will reinstall the default driver. Try again. If it doesn't work, go to Dell website to find specific driver for your computer (using the service tag) and install that.

Desktops PCs usually have a 'jumper' on the motherboard, inside of the PC, that resets the BIOS, removing the password but also changing some settings to their defaults. It takes some 'know how' but you can google it to help you locate it.

During power on, you should see a message like 'Select boot device' or 'Set boot order' or some such .. typically you press F12 ... Alternative you can set a 'permenant' boot order in the BIOS (press F2 during power-up, as I recall)

Reboot and try again. If happens again try resetting your browser.
