There is no need to install any software before/after connecting the LiteOn device,
because Windows XP/Vista/7 already contain the necessary device-drivers.

So, just connect it, and restart Windows, and it will be ready-to-use.

Windows Media Player can be used to play DVD-movies,
and Windows has built-in software to write onto CD-recordable disks.

In that case the infrared laser - the one for the cd - is dead and this is unfixable.
Time for a new dvd-rw unit, it's just $30.

i would try running a cd/dvd cleaning cd in it first. (availabe at most retail electronic stores)
then i would try downloading the latest firmware (software that programs the drive for cd/dvd formats) from your cd/dvd manufacturers website and installing it, making sure it is correct for your model cd/dvd hardware.
if it doesn't read ANY discs then it may need replacing and you can order it online for 40 bucks or less.

You need to purchase a 5.25" external enclosure with the same connection type as your drive (which is IDE). You install your drive into that enclosure and then use the drive via USB. The enclosure will have all the cables you'll need. I recommend this one = http://www.newegg.com/Product/Product.aspx?Item=N82E16817145050

The "paperclip trick" should work - try doing it with the power to the PC off next time. You may have to angle the clip a little left, right up or down to find the point that needs to be pushed. Each time you pull out and push in the tray will move outward. - repeat as needed to remove the disk from the tray.

Power up the computer and gently push the tray in manually. It make not eject w/ the button or software command until the next power down / power up cycle, and then it should return to working as expected.

Most power supplies have a fuse in them. That is most likely the problem. Otherwise, if you open them up, you can see which capacitor has gone bad, 'cause they will have obviously ruptured.
