If you are 100% sure it is just plain water then the drain line for the A/C condenser is stopped up. Crawl under the car and find it. Use a piece of stiff wire with the end bent over the clean out the drain. If the water tastes sweet then the heater core is leaking and needs replacing.

Isolate the circuit remove all devices from it but one, if that one does not blow the fuse, disconnect it, and reconnect another one in that circuit till you find the culprit.It's not always that easy, but good luck
