The compressor is running, that is a good sign. If you notice any cooling that is not a good sign. Even with the fan not running , the evaporator should have produce some cooling. Could it be that you are a condenser fan running? well, the compressor makes a distinct sound when it runs and you need to confirm that is running and not just the condenser fan.
Firstly- If you confirm that the condenser fan is running; that is, if there is one, that is good.
Secondly- Check and confirm that the compressor is running
Thirdly- If there is an evaporator fan inside the unit, check and confirm that is running.
If all checks okay and there is no cooling, the refrigerant might have escaped through a leak, and there will not be any cooling.
You can extrapolate from my troubleshooting steps to diagnose the wine cooler problem.

Danby DAR044A6LDB Mini Fridge. Where are the condenser coils on it please?
The two lines entering/exiting the lower right of the attached photo (back view) should be the condenser as the lines on left side appear to be for evaporation. Looks like they buried the coils inside the right side panel and possibly the top. The coils may be bonded to panel metal and the metal is what radiates extracted heat.

Danby Chest freezer leaking
No it is time for a new one. There is either a leak on the inner liner or the insulation between the inner layer and outer layer has broken down and is causing condensation.
