OK usually the brush will not turn as it gets locked up by the fibers in the stuff sucked up, usually one has to disassemble the head, or some other way, free up all the stuff tangling the brush, on the shaft, and stopping it from turning. I usually use a sharp knife or scissors, etc, to cut and hack carefully away this stuff that clogs it up, I usually have the vacuum on when I do this and the stuff removed simply get sucked up as i do it. it doesn't take much to stop them, just look carefully inside the head and you should see what i mean.
Hope this helps?

Sounds like a missing or damaged seal/gasket/oring. Check carefully at source of leak.. maybe a seal or rubber gasket has shifted out of place.

The water and the soap are supposed to mix as they are dispensed. Check for a leak or crack anywhere in the water line. Any crack would make the vacuum-operated delivery of water quit working!
