Error code E09 means there is something the matter with the part in the washing machine control board that drives the motor. Fixing a control board error can be complex. You can try:
Switching off and unplugging your washer when you do this i suggest waiting about 5 minutes before plugging in since your machine can store energy even after a few seconds of being unplugged.

(Obviously - you have to check the tap/faucet is turned on.)
Assuming this is not a new machine and has been running fine - the 1st thing to check is that there is no blockage in the water inlet pipe - sometimes a grain of sand/dirt gets into it and this can block it up - there is often a filter there which can be pulled out with a long nosed pair of pliers and sometimes there can be dirt under there.
If this does not help then there could be a problem with the electronic water inlet tap or with the water height sensor which could be blocked - leading the machine to think there is already enough water in the machine.
lastly there could be a problem with the electronic card which controls the machine.
