Your best and quickest option is to try a password recovery software . "rom"? What exactly are you trying to do? Are you referring to ROM as part of the tablet's memory? If yes, you probably will not be able to do it. ROM is a memory chip built onto the circuit board itself inside the tablet. You would need to completely dismantle the tablet to do it. Most tablets are not built to be taken apart for repairs.

Question edited for clarity. You can't. You have to fix the Volume button first as it is the thing that initiates the reset. But you can try the volume Up button instead. Some version of Android will work with either or both Up and Down.
