When closing the System Configuration, if any modifications were made, it asks you if want to "Restart" or "Exit without Restart" and there is a checkbox that says "Do not show this message again".
I guess you put a tick in that box and the clicked Restart.
And now everytime you exit if after making changes, it always remembers you choice of "Restart".

usually it happen when you install a program in your unit that it's not compatible in your os. if you use a win xp try to reboot press f5 several times while booting you will see booting menu like safe mode, boot with network, last good know configuration.. chose the last good known.. and it will open you like when you haven't installed the one that damage your software

As Theodore Woodward added, Magical Jelleybean is a great program to use if you can get the system up and running and simply can't find the key, or (in the case of some of the dozens of PC's I manage) it is just plain worn off. Or bits of it are. ONE IMPORTANT POINT: Some antivirus programs will detect Magical Jellybean as a Trojan or other malicious program type. As log as you get it from an official source, it is NOT. The false positive is brought about by the method it needs to gather your code. Note that it will also show your MS Office code and sometimes others, too, as a bonus. Great little program!

There's a lot of answers, but I like to use the free programs like Malwarebytes or Superantispyware. There are dozens of programs available, but be especially leery of ones that purport to speed up your PC, streamline your registry or help with searches. Some of them are worse than the malware they purport to remove.

This was the successful answer to almost the same question found on Microsoft's support forum (copied and pasted here):

Method 1:
I would suggest you to do a SFC (System File Checker) scan on the system and check whether the issue is resolved. Follow the steps mentioned below.
a.Click Start, click Run, type cmd and click ok.
b.On the command prompt, type sfc /scannow and hit enter.
c.Once the scan is complete, restart the computer and check if the issue persists.
Note: You will be prompted to insert the Windows XP disc if any file is missing.

Method 2:
I would suggest you to do a system restore to the point when the system was working fine and check whether the issue is resolved. Follow the steps mentioned below.

you must have the key from the install cd or box. when you install the xp software it will ask for the 16 or 20 character code...a unique prod key for that disk. its is usually on disk or disk container
