You need to take it apart and look at the solder joints on the 3 legs of the AC input jack, then look for bad caps with leaking/bulging tops as shwon in my pictures here:

Hi there. Yes this monitor should work with any PC so as long as the PC has a the same style of connector. For example if the monitor has a blue plug (VGA) on the backside and you PC has one. It might even have a white plug (DVI) and as long as your PC has the same style of plug your fine.
