Dell precision T3500 unable to initialize fan controller error

Go to the BIOS settings and make sure the drives are recognized by the BIOS. Ensure they are set as either Master or Slave drives depending on where they are fitted.
Your OS should, once the BIOS picks them up, format as required.

it could indicate bad bearings, which means the fan needs to be replaced. It's easy and not terribly expensive. Take the fan out, google the numbers on that fan to get an exact replacement, and install the new fan. the 3500 is a heavy beast, but its not terribly tough to tame.

Try running diagnostic test press the power and the windows key at the same time and it will run in diagnostic mode and hopefully that will reveal the trouble. Also, you may wish to try reseating the memory.
