My Vado HD would not
You have to pull the battery and then put it back in. Don't plug it into the computer unless its on, otherwise it won't turn on when you unplug it.........not sure why it does that.

This may be bad belts, and what you should check for is the belts on the side of the tape deck toward the lens and pickup(front), and the drive belt in the middle. All the belts are under the circuit board, so you need to remove that to get at them, and then you can replace them with rubber bands of same or slightly smaller size. Use a screwdriver to help get the old belts off, and put new ones on. (In the tight space)
Then check if the tape deck opens and closes, and see if the tape moves when you hit play/record. If you put in a tape you know has a video written onto it, then put that in, and try to play it. If you get a noisy or staticky picture, then try wiping the video head drum(Big shiny cylinder that spins, with the small slits in the side.) with some alchohol and a glasses cleaning cloth or paper. Also, wipe the audio/control head, the silver box that the tape runs across just before it goes by the black roller. Also, check for gunk or obstructions that have gotten in the mechanism of the tape deck in the back. Make sure the video drum is spinning, and that the tape is pulled out of the cassette by some small rollers and wrapped around the video drum DURING playback/record. I say 'during' because some camcorders will retract the tape back to the cassette for fast forward and fast rewind.

Problem with Panasonic Camcorder NV-DS28
From speaking to a repair centre this is a very common problem with Panasonic camcorders.
I got the impression it was a panasonic problem with a connector that needed either cleaning or replacing.
There are 2 fixes, one is cheap quick and temporary.
The other involves sending the camcorder away to be professionally repaired, it should cost the minimum fee, which was £50 in 2007.
As for the cheap version, it involved turning the camcorder off and hitting it against a copy of the yellow pages and turning on again. This worked for long enough to record my 2nd daughters birth.
