I am assuming that when you press the switch nothings happens.
If this is the case the the power supply is bad. To make sure remove the holding screws from the back to remove the side panel. (see this video http://www.youtube.com/watch?v=Fm1Uwgs-nBo after 2.25 minutes). Usually when the power supply is connected you hear a hiss from the it but also there is a green light in the motherboard.
I think the PUS is bad but try this first. remove the memory chips and try. any lights in the front of the PC any noise from the DVD drive?
If you can buy a power supply from a local store so that if it is actually the motherboard then you can return the PSU. There is also a chance that the switch was pushed hard many times and now is defective. need tech person for that.

think it is a power issue, which is usually indicated by amber light on
dell systems. I came accross dell systems with similar indication and
the issue was improper voltage either due to faulty power supply or bad
connection. Therefore, i suggest that: - First, make sure that the connections and voltage to your system is proper. Also, get the power sully unit checked by a professional for its proper functioning. I may require repair or replacement.

Depending where you are check that the voltage is correct , it should show 110 for US and 220 for EU and other countries

If the computer has completely froze then you will have to perform a forced shutdown. To do this press and hold the on/off button until it turns off.
check your network cable and make sure you have a solid green light and a flashing amber light. If not replace your cable. IF that doesnt work you may need a new NIC card

i used to get that also, I wrote down windows numbers from windows sticker on the side of machine, (needed magnifying glass) and went online to windows verify, after they scan it, it came out good
