I have a new vivitar TO27 but when i record videos

The ViviCam T027 does not record sound in video mode. You can add a soundtrack using video-editing software on a computer, but you cannot record one on the camera.

I know that wasn't the answer you wanted to see, but there it is.

How do I know I'm using the SD card on my vivitar camera

Take a picture, then turn off the camera. Turn the camera back on and see if you can review the picture you just took. If you can then the picture is on the memory card.

How do I download CD

You don't need to use the Vivitar software. The best way to download pictures from your camera to your computer involves removing the memory card from the camera and plugging it into a card reader (either built-in to the computer or connected via USB or FireWire). This is likely to be faster than connecting the camera to the computer, and won't run down your camera's batteries.Once the card is plugged in, it will appear to your computer as a removable drive. You can use the operating system's drag&drop facility to copy pictures from the card to the computer's hard drive, the same way you copy any other files. Or you can use any photo cataloging program such as Picasa. If you want a copy of the manual you may download one here.

I put pictures in my memory card but doesn't let me view them in my camera

You need to import the photos to your PC to view them. There are two ways to do so: connecting a camera directly to the computer via USB (Universal Serial Bus) cable and by using a flash memory reader. Using the flash memory reader is considered the fastest method to transfer images. Some of the popular types of flash memory card readers are Secure Digital (SD), Compact Flash (CF), Memory Stick (MS), Multimedia Card (MMC) and Smart Media (SM). Here is how you can use the reader to view photos from your digital camera.
