No dial tone
Have you tried a known good phone in the jack, if that doesn't work take the phone to the demarc box provided by your phone company and open the door on the box. Under this door locate the mini jack and disconnect it, then plug your known good phone into that jack. If you get no dial tone at this point, then it isn't being provided by the local phone company so it's their trouble. Thank you. Jerry
Static problum & battery not working
Make sure you are in range of the base with no other interfering electrical devices, replace battery if it won't hold a charge. That may be the main issue.

Handset can not link.
• If any handsets become inoperable, place it on the main base
cradle for 20 seconds to re-register.
No dial tone
• Check or repeat installation steps
• Make sure the base power cord is connected to a working
electrical outlet.
• Make sure the telephone line cord is connected to the base unit
and the modular phone jack?
• Disconnect the base from the wall phone jack and connect another
phone to the same jack. If there is no dial tone on the second phone, the
problem might be your wiring or local service.
• The handset might be out of range of the base. Move closer to
the base.
• Make sure the battery is properly charged (for 16 hours).
• Ensure the battery pack is installed correctly.
• Did the handset beep when you pressed the TALK/CALL BACK button?
Did the in use indicator come on? The battery may need to be charged.

It beeps and dies
Yes even if the Battery-low indicator does not light. There may not be enough current left in the battery. it may depend on how much talk time is expended after each full charge. For a phone of this vintage I would get a new battery or upgrade to a 5.8 GHZ phone. Check first to see if the charging light comes on steady when the handset is on the base and no tarnish or debris is on the battery charging terminals on both the handset and the base unit. Clean them with a soft cloth to make sure.
