GE Profile PDW9880 rinse arms don't spin
Check spray arms again to see if the very end jet is blocked - or if the spray arm has split? the end jet is angled and that's what turns the spray arm. If you can't clear the blockage, you may need new spray arms. Or try putting the spray arms into a known position, and run the machine - see if they have moved.
The pump may be running, but are you sure it's pumping? sometimes bits of broken glass or pot get into the pump chamber and strip the rotor vanes off. Try setting the machine to wash, make sure you can hear the pump run, then quickly open the dishwasher door to check the flow. If you get a face full of hot soapy water then everything is ok!
Remember that a dishwasher isn't a garbage disposal unit - and remove all food scraps from plates before putting them in the machine. That's what often blocks spray arm jets.

START/RESET LIGHT STAYS CONTINUOUSLY ON
you do not mention the make or model nor do you mention if this was the case since purchasing dishwasher. But before you repost, turn off your breaker to the dishwasher for at least a minute to reset the dishwasher. Hopefully this works. The other options get far more involved and some of them are not for most DIY.

Dishes in top rack not getting clean
If you live in an area with 'hard' water (having more than 5 ppm) you may require a whole-house treatment system to eliminate the mineral content that will wreak havoc with any water-related system (including your water heater).
If that is not the case I would have a service call to check the upper level service arm, which must be pushed in to a hole in the back of most units in order to get the water to flow in.

My start pad doesn't respond to pressure
Problem seems most likely damage or corroded touch pad connections inside or outside and this is common problem for most touch pads as moisture and humidity enters inside touch pad mechanism and problem can be solved with replacement of needed parts and most likely touch pad must be replaced

Touch pad won't change settings, stuck on rinse
It seems like, it is touch pad control panel problem and depend on brands, without knowing brand name and model number price of touch control could be between $100 less to $200 or more plus labour to replace

Check the pump and filter for blockages as the dirty water may be not draining properly. A mix of detergents is ok. Run a prewash with the unit empty and see if the water is still greasy

What's your problem? Can I Use vinegar for hard water in my stainless steel dw?
better to use 3 oz of citric acid on a monthly basis, As an alternative you can use AFFRESH available at home depot or lowes, or GLISTEN available online but hard to find locally. if you use citric acid, make sure you have hot water at your sink, measure 3 oz and put into dispenser and remainder in the bottom. start washer on normal . According to this link, it should reset after the power is shut off for awhile. Maybe try holding the start/reset button too. Also check the circuit breaker or any fuses

GE dishwashers use either a drain solenoid or a separate drain pump assembly. Sounds like your drain pump isn't getting power to it until you start other cycles, which sounds like control board issues.

Machine turns on, water goes
Hi
The issue seems to be with the float
switch assembly that is bad and should be replaced. Float assembly is found
inside the dishwasher's tub, on the bottom. The water that fills the dishwasher
lifts the float, and when it reaches a certain level, it acts as a trigger for
the float switch. The float triggers the float switch to shut off, thereby
shutting off the flow of water into the dishwasher. A defective switch may
interfere with dishwasher's filling and/or draining ability. Use voltmeter to
test the switch. Set the device to the ohms setting x 1. Take each probe and
touch them to one switch terminal each. This should produce a reading of either
zero or infinity. Continue to touch the probes to the terminals, and press down
on the switch's button. The reading should change to the opposite extreme. If
the switch fails either of these tests, you should replace it. Hope this helps...please post back for

Of course you can purchase the part. Module runs around $100. Dishwasher control boards are usually easy to replace, but there's no way I can determine if you're capable of doing it.

The soap has caked hard on the inside of the door

Dishwasher not draining
Most likely there is some blockage in the drain filter or the drain hose. I am assuming you are able to hear the drain pump operate at the right time in the wash cycle.
The parts involved are shown in
this diagram.
