Rather than trying to tape it in place (or otherwise improvise some means of attachment), you'll want a reasonable facsimile of the original part, since these filters must be held tightly in order to
prevent air from circumventing the filter.

Generally the Hepa filter is a bypass filter in which there is another filter on the unit. Check to ensure that the belt is allowing the rollers to turn the brush. Just suction on the line won't pick up deep dirt unless you allow to sit in place.

There is a thermal overload switch in the motor. It should reset itself. Let it cool down for a while. And it should start again.

I have the same vacuum for the last 5 years.  I dont know if its the same as 5550 (I assume it isn't) but I can give you the part number 61445-1.  It costs around $16 and you can call 1-877-207-0923 b/w 7 am and 8 pm Mon-Fri central time, or fax 1-309-823-5789.  They add shipping/handling of $ 6.
