Not certain if you are referring to purchasing another radio or programming an existing radio. So we will answer both:
1) If programming another CLS1110 to match your existing radio, First try it straight out of the box and fully charged. Many people use the default factory programming. If that does not work follow the simple instructions on page 26 in the user guide. Here is a link:

2) If you are talking from the perspective of purchasing a new radio, all CLS1110 radios operate on the same frequencies/PL codes. (Unless you have a foreign model purchased in another country, then it is iffy) Simply purchase your new radio and follow the programming instructions above.

A beep when pressing the PTT button could be a low or bad battery indicator. It takes more energy to transmit than to rest idly or receive. Try a known good battery in the radio and see if it corrects the problem.
If the battery is not the issue, then you may have a programming problem. Typically radios with a blank or unprogrammed channel will beep when placed on that channel. Try programming the radio to a different channel and see if the beep still occurs. If the beep occurs on many program settings you may have a deeper issue.

How do i put my new cls1110 on prog 1 frequency
The CLS1110 is a one channel radio. However the one channel can be changed to another frequency and/or PL code. With the radio turned OFF, hold in the PTT and the MON, while turning the radio on. Continue to hold the PTT and MON until the radio stops making noise. You are then in programming mode and can use the menu button to walk through the stages of programming. Use the PTT to change the settings, and the MENU to lock it in.

Two thoughts, I know you've replaced the batteries, but this can be a sign of a low, bad or weak battery. You might check your charger to see that the light is coming on and staying on during charging. Also, be certain the radio is shut off during charging.
Secondly, be certain when using any audio device the radio is shut off when plugging in the audio device. And the device is designed to go with the radio you are using it with.
Troubleshooting thoughts: 1) Try a battery directly out of a working radio to see if the problem stops. If the problem persists, you have a radio or device problem. 2) Try the radio without the audio device, with a known good battery. If you still have a problem, you have a radio problem. 3) Try your audio device on a known good radio. If there is no problem, your audio accessory is okay.

The fast blinking light indicates a problem such as a bad battery, bad connection, or battery installed incorrectly.
1) Clean contacts on radio and in charger base with a pencil eraser to remove any residue or film. (Just the normal oil from your hands can eventually cause a film of dirt to be on the radio.)
Finding the problem is a process of elimination:
2) Test the suspect radio on a different charger.
3) Test the suspect radio with a different battery installed.
4) Conversely, test the charger and the suspect battery with a known good radio.
You should easily be able to narrow down what is causing the problem. Your radios are under warranty. Contact the vendor and have them replace defective items.
