Panasonic KX-T7030 won't answer. When you lift
Try unplugging the phoen and plug a single line telephone into the port. If it doesn't work, you have your answer. The voice pair, which will use the inner pair of a 4 conductor cable needs to be working before the multi-line set will work. I'm guessing you have the data path but not the voice. The phone looks like it works, but there is no sound.

Loud buzzing sound when people
My guess? Find the phone system cabinet and pull the cord from the EXT MUSIC or MOH port. Whatever is playing music is broken.

We have a Panasonic KX-T4030
The 7030 is connected to something Panasonic. Guessing it's a TA-624 but it doesn't matter. You need to find a manual for the KSU. Ringing is usually programmed in SYSTEM programming from a phone connected to the first jack in the system.

How do I program the
The 7030 phone was first introduced in 1989 or so, and it is forward and backward compatible with about 18 different Panasonic systems. Since the "auto-dial" is part of the phone system, it isn't easy to answer your question.
As a minimum, you have buttons with lights and "F" buttons without. They program differently.
For example, if you want to autodial another extension, you pick a lighted button, put the phone in PROGRAM, press the button, and dial 1 + ext and STORE. How you program outside numbers depends on what happens when you dial "9" on the intercom. If you get a working line, then you program a button with lights by the 2 + 9 + the number, or "F" button by just dialing 9+.
System speed dials are programmed from the master phone in system location 01 or 001, depending on model.

How transfer call? what buttans
My phone has a transfer button, but it doens't mean I use it.
If you're transferring a call to VOICE MAIL, there is a sequence to set up VMT on a button. It lets you send a caller to voice mail and they hear the entire "take a message" greeting. In some shops, you put a call on HOLD and either page or intercom the user to tell them to pick up a certain line.
If you're transferring a call to an outside line, that's a whole other story.

Since the mail boxes are assigned in the voice mail system and a 7030 is a phone, I'd start with calling the voice mail system :-)
Mailbox 999 in a TVx system administers the system and allows you to add a mailbox.
