Yes you should replace the power supply and you can do it yourself go to the back of the tower and at the top you will be able to see the power supply it is held in with 3 to 4 screws open the side panel and unplug all the wires that go from the power supply to the different components of the computer
then unscrew the power supply from the back of the tower and lift it out you will need to get a ATX

If your ATX switch mode power supply is faulty then I suggest you replace it with a new one that is 350 watt or higher wattage.
Fixing faulty ATX power supplies is not a DIY project, there are dangerous voltages in these power supplies and can cause death or serious injuries.

There's obviously something wrong in the supply, but it's not worth trying to repair. Replacement cost of computer power supplies is so low that there's no reason not to just throw it away and install a new supply. The time spent in trying to troubleshoot the problem and cost of parts will certainly exceed the price of a new supply.

Your machine is very short of power required for win 10, I would like to see at least 8 GB ram, and a faster processor, yours is at the bottom of tests. Perhaps you should look at a new machine with win 10 installed. You cannot upgrade xp to win 10. You will have to purchase a win 10 license, you missed the free upgrade period.
