CAUTION! Those motors are notorious for this problem and can be dangerous to a degree. I would be willing to bet if you pull the oil dipstick out and smell it it have a hint of gas smell to it. The problem is in the carburetor. Most of those carbs have a brass seat which is not repairable. What is happening is the needle is not seating good and letting fuel constantly but ever slowly flow, thus draining into the motors crankcase and eventually overfilling it and then filling the exhaust system which is the reason for the backfiring. To test this theory, keep in mind this is NOT a permanent solution. Clamp the fule line off if there is not an inline shut off, next drain the bowl of the carb, then remove spark plug and crank engine over several time to clear out the build up, next open fuel line back up just long enough to refill the bowl of the carb and close it back off. If the engine will now start and run till carb runs out of fuel this is your problem and if that particular carb has the brass seat you will need to just get a new carb. ALSO you will need to change your oil and filter to get rid of the fuel in it!

Can a bad battery cause clutch to slip?
Not likely. But to eliminate that possibility try connecting a battery charge to the battery and try engaging the blades then. Also check all electrical connection in system for corrosion and tightness. Lastly With compressed air blow all dirt and debris from the mower, especially clutch area and Hydraulic pumps. Check tension on blade drive belt.
