If the dial is a rotory type of gas valve it should move to the pilot position, light the pilot and then continue to full. If the dial is stuck and will not turn at all it can sometimes be loosen by spraying some oil into the spindle. This would require several sprays and try very gently to turn but do not add excessive force - that could break the spindle. If it turns to pilot but pilot does not stay on this is normally a worn thermocouple, simple and cheap to replace. Found this site very useful, patio heater problem solving.
If you are sure that your propane tank is not empty you may have a safety feature malfunction. Unscrew the propane tank. wait two minutes and then reinstall the tank. That will reset the safety feature.
Your regulator has a thermocouple that senses the pilot before allowing the valve to open. It is sensitive to the miniscule amount of energy that is produced from the flame. Your thermocouple is bad or covered in soot and needs replacement/cleaning/adjustment.
Locate the thermocouple, and sometimes it can be cleaned with fine sandpaper. If it is not in the line of the pilot flame, make an adjustment. You cannot keep the pilot lit if the thermocouple does not sense the flame. It will go out when you release the button.
Clean or replace the thermocouple to fix.

Yes if you swap everything that is connected to electricity over to 220 volts. It is marketed as a 110 volt spa eliminating the problems of running 220 volt power.

That sounds like a thermostat problem. The heater should only be on when water is circulating, even if it is just in the standby mode before the high pressure jets are turned on.
Contact your installer or one of the parts suppliers in the link. It is unlikely to need a new mainboard.

OH Code is Overheat, so all the things you tried are not relevant. Low flow is normally the reason, too much heat build up in the heat exchanger so it cuts out.
So, the next time your spa throws you a OH, OHH or some other "overheat" error code, you know what to do. Clean or replace the spa filter, open all the jets and turn the pump on high. If you still have problems, check over your temp sensor and high limit circuits for wire, plug or sensor problems.
