A simple volt meter would tell you if your charger was putting out or not. plus the volt meter would come in handy for many other home/auto ETC problems down the road.

If you strike the two leads together do you get a spark.? That will tell you if the unit is bad (not putting out) If no spark from the above then I hope you saved your receipt,

You need to post MORE information like what is it doing or not doing and how you use this charger then we can eliminate operator trouble and focus on the charger.

change batteries, your charger should indicate wheather you battery is good or noot on the pause inbetween blinks.

Open it and look for a fuse, then go buy a new one (my Ryobi charger didn't have a fuse)

If the charger is lighting up its probably the battery. Rechargable batteries have a lifespan governed by the number of charges.
The only sure way of knowing is to have another battery or charger that you know does work.
if it is the battery its normally cheaper to buy another complete drill.

if the battery was fully charged and discharged very quickly, pretty good chance ins a dud and you will need to get a replacement

Batterys have a life span associated with them. Typically about 2 years depending on how often you use them and your charging habits. The newer batteries(in the past 4 years) do not have memory, but since it is a black and decker and it is low cost item they may have used an older technology. I am assuming you have checked the obvious such as the charger does work. Battery is inserted properly. An easy task to try would be to buy a new battery and make sure you discharge it before you charge. Run your drill till it stops. Then charge it to see if the charger is working. If not, then you have a charger problem. If so, there may be fuse inside that can be replaced or something simple like a solder joint broke.

Sorry to tell you but your best bet is probably paying the $4.95 from B&D. Even if there is a bulb out there a few bucks cheaper (and I don't think there is) they will probably blow out a lot easier and end up costing you more in the long run.
