tried it a few times. got the charge up to around 13.9 and it still wont charge. i dont understand, because the battery isnt that old to begin with. thanks for the suggestion.

Have you tried just waiting a few minutes, it might start to charge anyway. But if not, is there some reason you would assume that you don't have a bad battery? There are lots of bad Li-Ion batteries.

I don't really know how a chuck works. I use them often on a drill press, cordless drills, etc. My grandfather always said to "check the simple things first." Could something have gotten in the way like saw dust, dirt.....? ? I might suggest trying using compressed air and blow it out? You can buy a can of compressed air at office depot.

If it was a cheap bit, the hammer action "mushrooms" the end of the bit making it difficult to remove. You could try to force it out using a bench vise, but you could damage the chuck.
