the copper "band" is your element. check out nelson small appliance for parts. you may need a new element. one side of your "line" goes to the element, the rest is a circuit in series with the other element lead - switch - thermostat etc.

Vintage farberware percolator does not stop percolating
There is a thermostat in the bottom of the percolator that is broken. It would normally cut off the percolator heating element after the water reaches a certain temperature. It can be replaced but it takes a little skill. There is a video on eBay.
If you want to just unplug the percolator, time it for 1 minute per cup.
How many scoops of coffee
All depends on how you like your coffee, And the size of cups you are using.
The standard is: 64oz. of water and 2oz to 3oz of coffee for 12 cups, That is about 5 to 6oz.of coffee per cup.
If you want a strong cup of coffee use 1.5 gal. of water and 9oz of coffee for 36 cups. If NOT use more water and less coffee.
REMEMBER, Don't let the coffee sit in your coffee brewer for long time.
