It sounds like your hard drive is bad or at least has bad sectors where important Windows files are stored.
Unfortunately, Windows Vista does not have a "restore" function - as you've seen.
You could do a fresh install of Vista, but unless it's done in a very specific way, you will lose all your personal files like documents, music, pictures, etc.
There are various disk scanning and repair software programs, but most of these require that you be somewhat computer tech-savvy since they can cause permanent data loss if not used properly.
Deleting updates, freeing space on hard drive
if you are running windows vista, this might help alot, if running xp, it might not, go disk clean up for drive c. to do this, open up my computer, and right click on drive c, and open up properties. click on disk clean up, and a window should show up. if you are running windows vista, its going to ask if from current user, or all users, click all users. after the calculating window, a window that says disk clean up for drive c will show up. click on the tab at the top of that window that says more options, and on the bottom box, which should say system restore and shadow copies, click the clean up button. the longer it takes, the more space its freeing up. Goodluck

Try installing the latest WEBcam driver. You can download the WEBcam and device drivers from Dell WEB site, the support download page. Make sure you select your model desktop or laptop, better still, type in the Service Tag number, it is printed on the label on the bottom of the laptop and on the back or sides of a desktop. (If the Service Tag label is missing then go into the BIOS setting and on one of the BIOS pages, the Service Tag number will be displayed). This will open the page where the specific drivers for your model computer are located. Also make sure you select the Windows of the drivers for your Windows operating system. Hello,
To be honest with you I would just replace the adaptor unit as a whole, fixing this is not viable and could cause more damage in the long run. The computer is not detecting the correct power source that that goes to tell you that there is more issues down the line.
You can pick one of these up for less then $50 off the internet to be very honest. But if you into the radio shack DIY stuff you could pick up a jack for under $1.00 then solder leads together if that is your type of idea. However I would not give this a chance tho as the investment into damaging the computer as a whole is more at risk.
You can pick this adaptor up for $20 bucks by clicking

My 13 year old son laptop need be reset like new
There are a couple possible solutions to your problem. If the computer will still turn on and load windows, and I assume you are using Windows XP, you can try doing a system restore. To do this, go to Start, Programs, Accessories, System Tools, and select System Restore. If system restore is enabled, you should be able to choose a date in the past when the laptop was working properly and restore the computer to that date. If you want to completely reload windows, you will need a Windows XP installation disc. Load the disc in the CD or DVD player and reboot the computer. You should see a screen asking you to press any key to boot from CD, go ahead and press Enter. You will now enter setup where you can reformat the hard drive and reload windows XP. Follow the on-screen instructions to delete any old partitions, and then create a new partition and format it using NTFS. The windows XP installation will continue after the hard drive is formatted. If, when you reboot the computer with the installation disc in the drive, you are not prompted to boot from CD, you may need to reboot and press F2 or F12 to change the boot selection to the CD or DVD drive so it will load the CD first before it tries to load your original Windows installation.
