Filling of the machine would indicate a water flow problem, it could be pump, pipe, flowmeter or distributor. Only removing the covers and looking will solve that.

I doubt the circuit board needs resetting, one of the devices the board communicates with is not doing what it is supposed to be doing, that's where you need to be looking.

The error code may be different for different models, you need to supply more info when asking questions, the brand is not enough, Krups have made hundreds of coffeemakers.

Take it back to the retailer, tell them about the noise and the water leak. It's under guarantee so you should not be looking for any self help solutions, it's faulty.

You may find that whatever detects the water level is faulty. Normally there will be a magnet that floats in the side/back of the tank. If it's sitting on the bottom of the tank then try and shove something plastic between it and the bottom of the tank to lift it up. If that fixes it then you have a choice to leave it like that or buy a new tank.

The unit likely has an electrical fault, my guess would be element not heating. Parts are available for them.

Don't both sides make coffee? One brews into a large glass beaker the other into a cup.

The correct fix is a new button panel, if they are obsolete I would cut a circle around the cover over the button as much as is necessary to allow the button to return out again. Mostly it's pressing it with a fingernail rather than the ball of your finger that puts a bend in that button cover that holds it in. Then a bit of sellotape over it to seal it against moisture getting in. There will not be mains voltage at the buttons but still better to keep it sealed.

Undo the screw in the middle of the shower grille, take out the grille and the seal will nor come out.

To programme the quantity you would normally hold the button down continuously for as long as it takes to fill your cup to the required level. Next brew you make should require a single touch & release it should then flow through as much water as the previous cup and then stop automatically. If it's not holding the programme I can't see any harm in holding the button down until the cup is full.

Make sure the nozzle is not blocked with some old hard milk, a needle works for this job.
