Hi,
Im very sorry to hear that, please follow these simple steps for you to be able to isolate the exact problem.
1. Removed the battery.
2. Connect the laptop directly to the power outlet without using the battery just for the meantime.
3. Turn on the laptop. If the laptop is able to power on, that means that the AC adapter is working fine as well as the DC port. If the laptop is not able to turn on, it maybe the AC adapter itself or the DC port.
4. Try to use another AC adapter if possible, make sure that that AC adapter is working fine. If the laptop is still not turning on, the problem is with the DC port itself. In that case, you will need to replaced the Motherboard itself.

Sounds like your laptops power mosfets went out, the best thing to do is either try another adapter or check with dell and see if you have a complete customer care contract, if you do they will replace the motherboard for free, and provide all repairs. you will need the service tag at the bottom of the computer. or you can search ebay for a motherboard to this model.

check you drivers for you audio device might need to be uninstalled and reinstalled. to do this right click on my computer (xp) or computer (os higher thank xp) and go to properties click device manager find sound in the list double left click on it find you device right click uninstall, remove driver click on the icon in the top of the device manager that says scan for new hardware changes when you hover the mouse over it reboot and try.

Try this: Turn on your system while watching the display at an angle to see if there is any 'ghosting' to be seen.
If there is, then either the display back-light (CCFL) or the inverter that supplies the high voltage for it has failed.
The back-light lamps have a limited lifetime and the inverters are fairly frequent failures.
Unless you are very skilled with your hands and have a few tools, this isn't a good 1st project.

Mic
Right click on speaker icon on bottom taskbar, than go to properties/volume control. Than you can go to options and see the mic volume and other settings for it there.

On the speaker icon on bottom taskbar, right click on it, go to the properties or volume control and than you can adjust MIC input volume.
I have a inspiron 1521 when I press the on button
There are all kinds of ways to test this but first is the harddrive spinning up and have you tried to connect and external monitor to see if the laptop is on or not .2 try to move the adapter cord and see if lites go on and off soo that you can check for loose power connections
3.Remove the battery and see if it will run on just the adapter
if it does at boot press the bios entrance botton you should see it at boot it will say F1 F2 ecs or Del one of these should allow you to enter bios to see if the harddrive is present
