2000 Yamaha V Star Classic "cranks runs 1" Questions

I have a 05' Yamaha 650 V Star and it will only run if the choke is fully out, hot or cold engine. If the choke is pushed in, it immediately dies. Has the bike been parked for two weeks or more? If so
