1997 Yamaha YZF Thunder ace 1000 R "7000" Questions

i have a thunderace and the rev counter keeps jumping from 0 t0 7000 revs 7000 rpm is a self diagnostic code that either your exup valve is not being detected or the valve is locked up and not moving.

when you switch my thunderace ignition on it should run a check where the rev counter goes up to 7000 rpm, mine dosent do this what is the problem and how easy is this fixed? rev counter check happens
