handleing problems handle bars osilate when hands are of bars 45mph down to 20 mph sounds like your steering dampener is loose or malfunctioning

steering shakes very bad,from 55mph down to 20mph. slowing down i suppose its a wheel out of ballance ? ive also noticed my right fork seal leaking. is this a contribution to my problem.? Yes the leak
