My weed eather is frozeen and pull rope wont move to start

my weed eather is frozeen and pull rope wont move to start unfortunately it's time to trash it and buy a new one. it would cost more to fix that one than to buy a new one

Trimmer pull cord stuck in pulled position. How do I go about finding and fixing problem? Not sure exactly which screws/bolts to remove to get at the assembly.
