Roland RPC-1 Sound Card "transposed keys keyboard" Questions

pitch bend moves key board out of tune and wont come back to normal my pitch bender / vibrato seems to transpose keyboard up 3 half tones and when i reboot keyboard doesnt fix problem Is it hard ware?
