correct fluid, also check for leaks from the reservoir down to the steering rack. If it is really black with dirt around the rack fittings you may have a seal failure which is why there is no steering

the manal for my 1989 toyota camry says to use Dexron automatic transmission fluid in the power steering reservoir. Is that correct? Yes, many cars can use transmission fluid for the power steering.

Golledge the normal fluid would be dexron/mercon automatic transmission fluid. I would flush it out as soon as possible with the correct fluid so that you don't ruin the seals in the rack and pump
