2004 Jeep Grand Cherokee "changing lighter fuse" Questions

i have no power to the lighter, or the power port. even after changing fuses 1 and 2 Fuse #9 controls the power ports and fuse #26 and a relay controls the cigar plug.

need to change both lighter fuses dont no wich ones they are there is a diagram of the fuses on the cover. its the one that says cig on it
