1999 Volvo V70 "cable spark plug bringing power" Questions

power going to spark plugs why? and how can i check the ignition coil?(the ignition coil and the alternator{ part which all cables for spark ploge out from it} are new) car not started there are 12 v.

spark plug cables to see if they are getting any voltage (dont worry about checking timing, just that the light is firing as it should) if it isnt check  coil lead, then the distributor cap
