changed rear brake pads have drag on brakes. Old pads were 10months old and were 80% worn fronts were ok possible sticking calipers or binding parking brake cables or bad rear brake hoses

Question about Honda Pilot

brake pads are only hitting the drums on 1/3 of the pad. And the drums are rusted(need replacement or turning down). What would cause this problem? My emergency brake never did hold from the begining.
