2001 Chevrolet Silverado "fuel pump relay 03" Questions

fuel pump runs even after ignition is turned off. Also when cranking will fire then die immediately. Raw gas coming out of tail pipe after several attempts to start FUEL PUMP RELAY FAULTY.FLOODING OUT
