master cylinder. it can go bad without leaking. the fluid bypasses the internal cups causing a fall in the pedal. also if you broke the lines lose to do calipers you might have air in the system bleed

...master cylinder. You can try bleeding the master cylinder itself, just to see if you have pressure there. But if you cannot pump them up, I'm betting on a bad master cylinder. I hope this helps
