2006 Ford Taurus "focus locked seat belts" Questions

seat belt locks up, and even though the airbag(s) hasn't deployed, there are frame sensors that may need replacing reset. We encountered this with my daughter's 05 Focus and needed to replace the belt

Focus seatbelt locked The seatbelt is locked in position, would a minor collision without airbag deployment cause the seatbelt to lock and if so how do i reset the system to get the lock to disengage.
