...drum goes on snug but not too tight do the same for the other side.If you have rear disc brakes you have to adjust the cable going to the brake caliper adjust it tighter by about a half an inch or so ...

...has to travel out of the cylinder before the brake shoes contact the brake drum. even allowing for shoe adjustment this should not happen. check the brake drum it may have been machined over size
