1999 Volkswagen Beetle "expansion psi" Questions

I have replaced the compressor and the expansion valve on a 2000 beetle and a/c still wont get cool. Low side PSI 70 high side PSI 110...cant figure out what else could be the problem Not enough gas.

With the A/C on the low side should read between 15 psi and 50 psi.. High side 100 psi-250 psi. Add freon to the low side port. If low side drops into a vacuum, you may have a plugged expansion valve
