have a 1996 dakota 3.9 automatic, transmission sticks in 1st gear unless you let up on gas after warm it starts out in 2nd gear Sounds like a stuck governor valve in the transmission. 2 or 4wd?

my transmission is not chaning gears it is stuck on one Speed sensor left rear of transmission extension housing. Without a trouble code, best guess.
