I was driving to work and stopped at a traffic light. i noticed that the car was running a little rough and when i took off the car would only go about 20 mph. i got towork and checked under the hood

In my 2000 GMC Jimmy when i hit 20 mph i run at 3k rpm and i need to get off accelerator for it to go into second also if i go under 20 and dont completely stop it sometimes wont kick again

wont go passed 20 mph Check for a clogged or broken catylitic converter. Since you didn't mention the check engine light or any other symptoms, that's where I would start.
