replace the blowermotor resistor, it is also called a blowermotor control processor its located on heater box next to the heatercore, here a picture of it and a diagram to show you exactly were it is.

the problem? your fan is most likely shot. pull and bench test your fan. could be blower motor. unplug connector at blower and see if it still blows the fuse , if it does not blow fuse replace blower.
