Toshiba REGZA 26HL47 TV "wont turn blinking" Questions

wont turn on. it clicks,yellow blinking light at front fast clicks when I try to turn it on, yellow light comes on and blinks then goes away. These blinks [flashes] are fault indication (Error Codes).
