Canon PowerShot S3 IS Digital Camera "fuzzy image quality" Questions

fuzzy,cloudy pictures what can I set the camera on to take clear pictures everytime? As basic as it sounds, is the lens dirty? The tiny surfaces of digital cameras' lenses really affect image quality.
