LG Studioworks 563N 15" CRT Monitor "blinking led" Questions

...LED's blinking hello.. my LG studioworks 452V monitor got this kind of problem..when i place the power cord on and turn its power button ON the LED's are blinkng and it has no display..its kinda low ...

My monitor wont power up, power LED blinks If the LED blinks, then it is not the monitor but the video card may need updating.
