Philips 47PFL5603D 47 in. LCD HDTV "magnavox tv picture centered" Questions

Magnavox tv has intermittent pixelation and snow breaking through on picture on all channels. Have had cable service out twice to replace digital DVD box but still a problem. Brand new HDMI cable too.
